No, Ohio's public employee retirement system is not discontinuing its health benefits, but there are some changes

Some significant changes regarding health care assistance will take effect in a few months for the Ohio Public Employees Retirement System.

We recently got a question from a viewer about this – who is wondering if health benefits are going away altogether.

Faye Haynes, a viewer asked: "Is it true that Ohio Public Employees Retirement System plans to discontinue health benefits to retirees?"

Beginning January 2022 they are moving to a reimbursement model called a Health Reimbursement Arrangement.

"The way this works is the participant will pay upfront for premiums and other qualified expenses that they can then be reimbursed with from their allowance. We will deposit that allowance each month, into their HRA account,” said Brown.

This was a major change the OPERS board approved in 2020.

The reason is because The Health Care Fund, left unchanged, risked being insolvent by 2030 and it would take four years to fund it again.

According to OPERS' website: "It has become increasingly expensive to offer this coverage, as costs have risen at alarming rates nationally. Further, we have more people retiring now and fewer public workers contributing to the system."

“OPERS is not discontinuing our health care program,” said Brown. “We are changing our delivery model for our pre-Medicare retirees."

We can verify, no, the health care program is not being discontinued.

But, the burden is shifting and the funding help is shrinking.

Brown said the biggest thing pre-Medicare retirees need to do during open enrollment is to opt-in to the HRA program.

“After they do that they can then explore new medical plans by contacting VIA benefits which is our pre-Medicare connector. The connector is an unbiased resource that would help the retirees understand different funding options, how to navigate the individual and family market, and then also enroll into a new plan.”

To help with the transition, OPERS is providing a one-time deposit of $1,200 into the new HRA accounts.

This change directly impacts more than 22,000 pre-Medicare retirees and potentially their dependents of more than 200,000 retirees.

Men and women who retired as members of the Ohio Public Employees Retirement System, commonly called OPERS, need to be aware of a change that may affect their healthcare coverage.

OPERS retirees who are not of Medicare age will need to opt in during an upcoming open enrollment period in order to receive monthly payments to purchase health coverage. This is required, as the current OPERS group healthcare plan will be terminated at the end of the year.

In early 2020, the OPERS Board of Trustees voted to end the group plan effective in 2022, in order to switch to a model where it will instead provide monthly subsidies for pre-Medicare retirees to buy coverage on the open market.

This health reimbursement arrangement (HRA) will be administered by Via Benefits, a vendor OPERS selected as the OPERS Pre-Medicare Connector to help move retirees into new plans and manage the reimbursement payments.

Open enrollment runs Nov. 1 to Dec. 15. During this time, pre-Medicare retirees will have to opt in to the HRA with Via Benefits in order to begin receiving subsidy payments.

According to a blog on the OPERS website, this move will not necessarily cost retirees more money. Depending on their HRA allowance and the plan chosen, some retirees will find the HRA covers their entire premium and they will have extra funding to pay for out-of-pocket costs. Further, money can accumulate from year to year in the HRA to be used for future health care expenses.

All retirees will have choice and flexibility in plans, as some retirees may find they like the additional choices and are better off financially, while others may find that they will have to pay more in premiums and/or out-of-pocket costs. This will depend on the available plans in your county.

As a result of the decision to end the group plan, pre-Medicare retirees will no longer have group plan premiums deducted from their monthly pension, so their monthly benefit payment will increase by the amount they are currently paying for coverage. OPERS urges retirees to earmark these additional funds toward out-of-pocket health care costs. Premiums for vision and/or dental coverage will still be deducted from your monthly benefit if enrolled.

Retirees who choose not to enroll in a plan and just pay for expenses out-of-pocket, will still receive HRA deposits. Enrolling in a medical plan is not a requirement for pre-Medicare retirees to receive HRA deposits. Pre-Medicare retirees only need to meet eligibility guidelines and opt-in to receive the HRA deposits.

The move may also affect retirees re-employed in an OPERS-covered position.

OPERS requires all re-employed retirees to choose coverage offered by their employer if it is available to them. However, if employer coverage is not available, re-employed retirees may enroll in a separate, OPERS group plan that closely aligns with a current plan for pre-Medicare retirees. Retirees pay a premium which is offset by the OPERS-provided allowance. For Medicare retirees, the allowance replaces monthly HRA deposits during the re-employment period. Participants are subject to new deductibles and co-insurance.

OPERS hires contractor to help retirees find health care plans

OPERS Board of Trustees member James Tilling

Ohio's largest public pension system on Thursday said it hired an outside contractor to help roughly 35,880 retirees pick new health care coverage.

Willis Towers Watson will help retirees pick a new medical plan on the open market and administer a program to help participants get reimbursed for certain health care expenses, using their Ohio Public Employees Retirement System-provided allowance.

Willis Towers' Via Benefits has been providing a similar service to OPERS' Medicare-eligible retirees since 2016.

In January 2020, the OPERS trustees voted 9-2 to require retirees to pay more for their health care coverage, beginning in January 2022. Retirees who are Medicare eligible will receive lower monthly allowances. The size of the cuts will depend on how many years they worked and their age at retirement.

OPERS is the 11th largest state pension system in the country with $111.8 billion in assets. It serves more than 1 million Ohioans.

The cuts to medical coverage are designed to shore-up OPERS' health care fund, which was projected to run out of money by 2030 if changes weren't made.

The system is funded by worker and employer contributions and investment returns. OPERS stopped earmarking a piece of employer contributions for retiree health care in 2018. The system, which covers most state, city and county employees, has provided retiree health care coverage since 1974.
